Were can I buy plants using EBT?

Now I know for a fact I can use EBT to purches plants for a garden. I've checked and rechecked, all 50 states will let you because that will take the monetary cost to tax payers down if we grow some of the food we eat. What I want to know is if there are stores that I can go to that except EBT for plant purchase? Im in the Sacto, ca area and have only seen it at Rite aid. Does anyone know of others stores like lowes, osh, or Home Depot that except it? Please let me know.
