My dog is a real ***** and she don't listen?

i have a Pomeranian she is 2 years old and we try to train her for 2 years we did the wee wee pads take her out side but she all ways pees in-front of us and shits all over, we yell we put her in a crack don't get me wrong she will pee and **** out side only if we r out side long and then she will pee in-front of me then run in the back she know she doing wrong help what can i do to my ***** of a dog that i love she a good dog and listens to do other things but not potty train and i give her treats when she goes out side and yes i do say good girl when she goes out side thank u all
