I NEED HELP WITH MY DOG?

i have a 6 month old German Shepherd / chow chow mix i got her from the APL about a month ago and i been trying to potty train her but she refuses to go outside to use the bathroom I'll take her outside all day but she will wait until i bring her in the house to use the bathroom. How can i get it through to her that its not acceptable. ( when she uses it in the house i put her nose in it and whip her then take her out)
