Why can't kids they are 14-15 have the right to live who they want in Kentucky, the state is awful when?

dad decide to get in kids lives when they were 10 yrs.law took them out of stable home 4 yrs. ago Dad an stepmom live off s.s., food ebt, long list off mental disability on dads behave. They have never bought anything new for kids, what ever dad and wife want they get, tatoos, tans, wrestling everything, my grandkids want to come back with me, how can kids do this ?
