We still have our EBT (food stamps card) but someone robbed them? What authorities do I report this to?

It is really odd and we tried reporting to the police but they say some paper has to be issued by the childrens and families' office. Chil. & Families won't replace the food stamps and someone has been using other peoples' food stamp cards at other stores in other neighborhoods, leaving only a couple of dollars worth of food stamps in it and people have nowhere to turn to go get food because churches are no longer giving anything anymore due to the economy. Do you know which authorities deal with this kind of thing?
