Why does my ebt account says on hold?

Im one of the many people that recieve SNAP food assistance through an evt card and i just recentlyy got approved for it last month in april. They sent me the card and I was approved for 200 bucks a month. I called the customer service number and it let me know that with my case number the refill date for every month would be the 1st. Well here it is 05/1/11 and the card has not refilled. I checked my account online and the department of children and families of florida and it says my account is hold on which is B.S. I have been recently unemployed now for almost two months and I have a 2 year daughter to look after. My question is when will the card refill? When i checked my account it says a bunch of stuff needs to be sent in and verified, it also says they need proof that im recieving child support. Why do I need to put my baby mother on child support? That will just create problems between me and her. Do I have to do that to continue recieving benefits?
