Where can I use the cash side of my EBT card?

If I only have $9 on my card, obviously I can't withdraw a $20 from the ATM. So does anyone know how else I can use the remaining balance on there? The only place I'm aware of that accepts EBT cash is Wal-Mart. Is it perhaps even possible to buy something for a few cents and get $8-9 cash back?
