How does it take to receive an EBT card for food stamps in PA?

I received a letter about a week and a half ago stating the amount that I would be receiving for the combined month of March and April, but still have not recieved the EBT card. I called the EBT hotline and they did not even have me in the system. How is this possible? Can anyone on food stamps in PA tell me how long it took to recieve your card after you got the letter? Thanks in advance.
